Parking parents hit with fines for breaking order in Harnham

Published by Jack Deery at 11:14am 6th December 2019.

Police were out yesterday morning (Thursday 5th December) to tackle the parking problem.

There is a current Traffic Regulation Order (TRO) in Saxon Road and Hollows Close which restricts access and parking to ensure the safety of students who are walking to Harnham Infants and Junior schools and reduce the impact on local residents.

Anyone offending drivers caught by Salisbury Team 1 and PCSO Simon Ward on Thursday morning were given fixed penalty notice fines or reported for summons.

Some people on social media has questioned whether it was the best use of Police resources, but the force responded saying:

"The TRO is an enforceable order, in place since 2014, and was the result of concerns raised by the school, local residents and councillors. This is a tight cul-de-sac and those dropping children need to conduct 3 point turns, which has obvious risk to those who are walking. We understand that there are regular reminders to parents regarding the TRO and this action was requested following several recent complaints from local residents and councillors.

Parking Ambassadors have taken the initial action but the TRO is enforceable by the Police and therefore it is right and proper that we support our community and take this enforcement action. We will continue to monitor the need for this order and would follow a similar process if future TROs were evidenced and introduced outside other schools."

SECOND TIME THIS YEAR

Enforcement work was also done earlier this year and saw one person taken to court for:

  • Breaching the TRO
  • Failing to stop for Police
  • Reversing further than necessary

The driver was fined and was given 3 penalty points on their licence.

Police say they will continue to work with all local schools to find solutions to parking problems and have issued a warning to parents who do drive to school to park safely.
